VO Transfer (Paris): June 12th, 2019,

Pre-arrival Services Letter: October 23rd, 2019

I think that's what's referred to as a ghost update. It could mean that they're working on your application and you'll get a real update soon. I don't know for sure though.

My wife pr application status online shows as decision made since over 3 month. The last update I got was on August 30 2018 indicating her application has been transferred to visa office in delhi for further processing but no update since August 30 2018 shall I be worried what’s taking so long for them to process. I submitted application on feb 28 received by them at March 3. Anyone in same situation as me. Online application tracker shows please consider delays before contacting us. That is visa office in Delhi.

Did you receive pre-arrivals yet?
If not your eligibility process hasn't started and probably will take some more time. I know most of March, April and May applicants have already received pre arrival letters.
