Hi - I received my ITA on December 4th, and it looks like I'll need to get Police Certificates from Singapore and the US. I've sent my fingerprints to the FBI for review (sent them in November actually), but it doesn't look like they'll get back to me before the 60 day deadline.

Does anyone know what the letter of explanation should include, and what else I should provide to prove the fact that I've submitted my fingerprints for review?

Any advice is appreciated!

if you have any receipt or acknowledgement from fbi then attach it.
if not then just request for extra days as fbi pcc takes lot of time.
 
Thanks! I was going to attach the courier receipt (which includes the FBI address) to show that I sent the application in. Will that help?

yes thats some official thing it will help. also if you have received some acknowledgement of submission from fbi then it can help too.
 
This is what I wrote in my LOE. I was given 60 days to furnish the FBI PCC.

Re: Explanation letter in support of [APPLICANTS NAME] application.

Dear Immigration Officer:

I am writing to request that you consider accepting my immigration application without the Clearance Certificate from the Federal Bureau of Investigation, U.S.A. (hereinafter “FBI”), because of the delay in processing by the FBI. If accepting the application without the FBI Clearance Certificate is not an option, I request that you consider granting me an extension until I receive the Clearance Certificate from the FBI.
Upon receiving the Invitation to Apply (ITA) on [DATE], I expeditiously got my fingerprinting done and dispatched my application requesting for a background check to the FBI’s Criminal Justice Information Services (CJIS) Division in Clarksburg, West Virginia, U.S.A. The background check application was dispatched on [DATE] via [NAME OF THE POSTAL SERVICE], and was delivered at the FBI CJIS division on [DATE]. A copy of the USPS express mail receipt, USPS sales receipt, cash receipt for fingerprinting by the [•] Sherriff’s Office, and the delivery confirmation is enclosed along with for your perusal.
Further, the FBI website states as follows:
“On September 7, 2014, CJIS installed a new IT system. As a result of this installation, we are experiencing delays in processing. Please be assured that each issue is being identified and resolved as quickly as possible, but at this time anticipated processing time for an Identity History Summary is approximately 11-13 weeks. Allow additional time for mail delivery.”

In light of these extenuating factors, I request that my application be considered without the FBI clearance Certificate, and as soon as it becomes available, I will forward the same. Alternatively, I have obtained a clearance certificate from the [NAME OF AGENCY], which has been made a part of the application and is also enclosed along with for your perusal.
If there is any additional information that would aid CIC in considering this request, please do not hesitate to let me know. Thank you for your time and consideration of this request.

1. Postal receipt
2. Finger printing receipt
3. Delivery confirmation
4. PCC from a state agency (only if available)
