Depends on the option you select during submission at BLS. Mostly post.

It comes within 48-72 hrs. Many times within 24 hrs too. No Surrender certificate needed.

Going to Apply for Surrender Certificate today. Do they ask for any unexpected document apart from the below listed? Going to Brampton BLS location.
1) Canada Citizenship certificate ( original and copy)
2) 2 photographs
3) Canadian passport (copy and original)
4) Local address proof ( Ontario ID card copy and original)
5) Online application form copy
Fee will be paid by CC

Anything else required?

Your Indian passport which you are surrendering and copies of that. I think the first page of the checklist. Also, I could only pay by debit. I don't think they accept credit cards.

Has anyone applied for the passport surrender certificate recently from Vancouver? I have been waiting for 5 weeks, but no update yet.

I applied from Edmonton. So, it's getting processed in Vancouver. Applied on 10th of this month. Online portal shows, "Processing at Consulate".

Also in the application form emergency contact has a single field...name and address. I added just name in the application originally (didn't pay close attention while filling it) and had to pay the premium fee to get it fixed on the same day. Else would have involved another application and going back in the queue, getting print out or going back some other day.

first page of checklist that is needed to be filled by the applicant is not showing up in the BLS website of Toronto jurisdiction but it is there in Ottawa and Vancouver areas.
