I AM at a complete loss to understand this. I had made the payment of $653 for the application and it shows in my bank account. I also had attached the fee receipt as it shows as attached pdf file in my submitted copy that I saved. I have not made any refund request as stated in their message. I will be calling IRCC tomorrow to understand more. The message is also unclear if they have refunded the fee or not. I don't want my application delayed by another 4 months as a resubmission and for no fault of mine.

Any help will be appreciated.

Not a consultant but this looks like a system glitch on IRCC's end, especially if you have the payment on your bank statement and the receipt attached to your saved copy. It happens more often than you'd think with the online citizenship portal.

When you call tomorrow, have your bank statement showing the charge and your saved receipt ready. Ask them to confirm whether the payment was actually received on their end. If it was, they should be able to fix it without you needing to resubmit. If for some reason it wasn't processed, you'd just need to pay again and resubmit within the 60 day window they gave you.

Appreciate your reply.

It just gets worst.

Spoke with call center and they couldn't give me an explanation for the issue. Just stated that it seems partially the payment has already used which maybe for some old application, not could tell me if the earlier payment has been refunded. I was told to add an explanation to the optional document section about the issue and had the choice to make a new payment or use the old receipt.

My concern is resubmission will be treated as a new application and I will also have to adjust to the new 5 year eligibility period. Will have to make a choice to just use the old receipt or make a new payment, and to whether use the old eligibility period or the new one.

Reached out to call center multiple times and spent hours trying to connect with someone, but
they couldn't help and could not connect me with the IRCC processing office. Nor were they able to identify the payment issue. They gave
conflicting answers on multiple calls, suggesting they had received the payment but claiming it was linked to an old application and which
made no sense or stating that no payment existed on the record after I shared the receipt number.

Reached out to immigration consultant, he also couldn't help and suggested reaching out local MP.

Finally, wrote an email to the local MP.

That sounds really frustrating. Honestly this is beyond what I'd feel comfortable advising on since the payment and eligibility period questions are pretty specific to your file. Good call reaching out to your MP, and if they can't resolve it, a licensed immigration consultant would be your best bet for navigating the resubmission properly. Good luck with it.
