Received AOR, then application returned as incomplete

I received my AOR on Sep 23, but two days later, I received another email from IRCC stating that my application was incomplete due to an issue with my language proof. They asked me to upload a valid language proof and resubmit my application.

I'm also unable to create a citizenship tracker account using the UCI and application number from the AOR.

Has anyone experienced something similar?
