I have this question. Does it make any sense when the Applicant get an email to submit IMM5406 and at the sametime he or she has been issued with his or her UCI? Before the Applicant had only File Number to access his or her account but after 7 months there is a new UCI number assign to the Applicant or Sponsored Person. Please say something.
 
it's normal. The first UCI is assigned to the sponsor at the first stage.
The second UCI is assigned to the applicant when the file is being looked at. So - that's good news! :-) somebody is working on your file.

Oh thanks Sweden for your quick reply. Does it mean that this will be their PR number once everything is done?

No, the pr number will be different.

thanks Parker24, what will be the difference of File Number vs the Applicant's UCI? I am not talking about the sponsor's UCI number.

I believe your "File Number", as you applied for Family class will be "F000******" (The "F" in the beginning is for Family (Class)).
The UCI, "Unique Client Identification" will be 1234-5678.
I have been in Canada as a student, so they gave me a UCI once I got there. And from what I noticed, this UCI doesn't change, because now I just applied for PR and my UCI is the same as before, when I was on a student visa.

yes UCI number will remain the same (even when you will apply for citizenship)
the file number is the number which is given to your file for visa officer mainly. but you need it when ordering gcms notes or emailing your VO (just for reference). the file number is just for your PR application.

Thanks Brazilaingirl, I can assume that the applicant's file has reached almost to it Decision Made? Because we are now waiting for the visa to be issued.

yes.
and I think you will have your UCI number on pr card as well (I am not sure about this as I dont have PR card till now :D)

Wow I thought you were already PR. When I landed my UCI was also on my PR. I wanted to compare with 2 or 3 people's experiences.

oh no... not yet PR but hopefully will be soon.

yes UCI number is written on PR card (i asked few people who I know who are Canadian PR)
