Looks fake to me just based on the grammar , spelling mistakes and the fee quoted but how did this come about did you get a job offer as well.

Fees are generally paid with an application not after approval as this letter implies and for sure not to some accounts department through a specific individual.

Advice would be pay nothing and maybe share any job offer with personal details removed.
