How to obtain travel document? Travelling to Russia

Hi, guys! I'm waiting for my PR cars renewal, but as it was sent for a secondary review, I don't know when I'm gonna get it (it's been 14 months already) and I need to travel back home to Russia in May. How do I get travel document? Can I get it before going (here in Canada)? Thanks a lot for all your help!!

You have to apply for a Travel Document from the nearest CIC visa office to where you are. You can't obtain one before you leave Canada. See http://www.cic.gc.ca/english/information/travel-document/

If we are under Residency obligation appeal,are we eligible for a travel document,if we are outside Canada,and want to return back to Canada?

If you were physically in Canada at any time in the preceding 365 days I think... Otherwise I don't think so.
