Help me with GCMS : Eligibility Section

Hi GCMS Experts, My question is about Eligibility.

Applied for GCMS on 7th Sept. Received 5th Oct.

My question is why they've change eligibility value from Passed to Not Started ? Any Clue ??

On the 2nd Page of my Notes I found following details.

Visa Office : CPC-Ottawa
Secondary Office: CIO

Assessment:
Eligibly :Not Started
Security: Not Started
Criminality: In progress
Medical: Passed
Info Sharing: In Progress

Other fields are blank.

But,

On History - Application Section,

It says:
Application 1:
Field name: Secondary office
Action: Removed
Old Value: CPC-Ottawa
New Value: Blank
Office: CIO

Application 2:
Field name: Secondary office
Action: Added
Old Value:
New Value: CIO
Office: CIO


Application 3:
Field name: Primary office
Action: Updated
Old Value: CIO
New Value: CPC-Ottawa
Office: CIO

Application 4:
Field name: Medical
Action: Updated
Old Value:
New Value: Passed
Office: CIO

Application 5:
Field name: Eligibility
Action: Updated
Old Value: Passed-Candidate
New Value: Not Started
Office: CIO

Application 6:
Field name: Security

New Value: Not Started

Application 7:
Field name: Eligibility

Further down, I can see in many field that eligibly is passed by Siebel Administration.
