Bill statusWhat effect will Bill C12 have on H&C applications?
I doubt we will see much movement on C-12 until after the fall budget release. I imagine the liberals are pulling up the stakes (and negotiating tactics) to ensure there isn't a no. Confidence vote on the budget. Might mean some fancy negotiating (and revising C-12 might be a carrot) to prop up opposition support for the budget.Bill status
Bill C-12 was introduced in October 2025 and requires further review and debate in Parliament before it can become law. Public and expert opposition continues to call for the bill to be withdrawn or amended to remove the problematic immigration provisions.
I must be psychic ( or psychotic...hard to tell these days)!
So, 50,000 people waiting for H&C aren't inmigrant. They are ineligible applicant/ failed refugee claimant/ visitors hoping for an exemption from an immigration system has already determined ineligible. The options for any government (and believe me, a conservative government would be looking at much harsher options) are limited and the voting public (you know, the only ones that really matter to political parties) are demanding government action to revise immigration numbers down. The public's tolerance to programs like H&C, rejected refugee claims or parents deciding Canada is a better choice to live than visit is at its limit (7 in 10 want something done) and they're the ones the government needs to appease. You might feel it's pathetic, but that's the reality. Any government will have to do something, sooner than later, and show they are taking the electorates demands seriously. This government is blaming immigrants for the mistakes they're making, one after the other. More than 9 immigration ministers have already passed. Inflation has risen to 2.4%, food, housing, etc. They want to say that 50,000 immigrants on the waiting list for humanitarian and compassionate programs are the reason. This is pathetic. Students, workers, and immigrants drive the economy in this country. In short, I believe this government won't last even a year.
IRCC will have authority to close H&C programs.
It would become effect on final reading in the House of Commons. Who knows when that will happen. If Bill C12 were to be passed, what date do you think it will get finalized? (become part of the law)

I don't disagree. Those already in process should have applications vetted for security, criminality and medical and a decision made based on that. Others have argued that it doesn't provide the correct skill sets needed, but the option is there to train and educate these people to gain those skills. Otherwise, things like H&C need to be shut down and prevent further abuse.Unfortunately, you're right. Politicians only care about votes and staying in power, regardless of justice or compassion. Canadian immigrants now want to close the door to other immigrants after having entered many times through the back door. However, Canada has a maintenance debt. The fewer people to share the debt, the more taxes will be collected. I support immigration for people who want to contribute to Canada's growth. The government should invest in intelligence and security to triage these processes. However, I oppose closing the program.
What caused this sudden surge in expected wait time?Just appeared this morning essentially saying exactly what I have been saying.
