OSU looks like a department.
I don't think it is a bad sign in case they did not call you for interview or send you a letter of fairness for you to explain why they have trouble continue processing your file.
I did my interview back in January 2016 after that they required some additional documents which I sended them in February 2016 and now they says your file is in rutine background checks

It's a good sign that you were told your file is in routine BGC. No need to worry then.

I have a thought - will it be slower if I do NOT have to update any document?

Before sending out my application kit, I read the AOR2 mail from other forumites and prepare the most complete documents. Therefore, I already gave them my personal history from 18 years old (HKVO special request, they need our history from 18, not recent 10 years. This is most likely the form everyone needs to update).

However, on the AOR2 letter it says:

The above documents must be received in our office within 30 days from the date of this letter. If you fail to comply with this requirement, a decision concerning your application will be made based upon the information already submitted with this application. This may result in the refusal of your application.

They'll wait 30 days. If no updated doc received, they will process based on current doc.

Okay, let's consider these scenarios:

1. PA gets AOR2 mail and updates the docs. The docs arrive HKVO in a week.
1-a A hardworking VO receives the updated docs and starts processing immediately. The process only delays 1 week.
1-b A SOP VO checks the docs after 30 days. VO finds out the updated docs and starts processing. The process delays 30 days.

2. PA gets AOR2 mail and finds out there is nothing to update (like me).
2-a Whether the hardworking VO or SOP VO has to wait 30 days and they realize I have nothing to update. The process delays 30 days.

I don't know if this is correct, but I think people who update their documents are likely to get processed faster.

Please correct or share your thought.

So the question is - should I send a letter to HKVO telling them "I have nothing to update"?

Hi ,
you have to update the form up to date , look at section 8 and section 12 for from xxx to 0000 ( The 0000 Must be replaced by today's date )
you may have covered your history from 18th birthday to the day you sent your application , but from the day you sent your application till AOR2 is not covered.

Just got mine today. originally ordered on May 25th but filed under Privacy act. I emailed them of the error and they got back to me on June 2nd when I made the payment and replied back to them. So, looking at it from payment date, it's 20 days but from original application 28 days for me.

This was my first. Nothing important in it since application was received.

First time, it took 2 weeks. 2nd time, it took 27 days.

Looks like a 30 day wait then currently. Thank you :)

in rare circumstances the Ottawa office may take longer to process requests. According to CIC Ottawa the legislated timeframe for processing a CAIPS/GCMS request is 30 calendar days.

Wait...are CAIPS different from GCMS? When you are all talking about GCMS notes, what does the heading say? "GCMS Information Request: Sponsorhip Application" or "GCMS Information Request: Permanent Residence Application" or something else?

I might have applied for one for myself (sponsor) and one for my wife (applicant). Seeing is how light the notes I received today, I'm starting to think that might be the file on myself :-\

CAIPS is what GCMS notes used to be called.

If your notes contain client party details about your wife and show the assessments of Eligibility, Security, Crimimality, and Medical rest assured you're looking at the correct case file notes for the PA.
