The only thing I can pick out from the notes is that the agent is pointing out that he need the case officer to review the PoF documents that you submitted.
I hope you have show a higher PoF in your bank letter or similar doc, and the documents you submitted are in line with the IRCC guidelines

Actually, that part of my application is sketchy because I'm under FSW but I submitted, as proof of funds, my Full Time Permanent Employment Contract and then my bank account reflects my car loan. But, I thought that should have been assessed during the R10 review and if Employment Contract is not sufficient for the FSW stream they should have rejected the application early on...... Right? Also, The note above is from the second officer, and I can see on the second page of the GCMS notes, my case have been assigned to a new officer... A third one I think? Geeezz I'm scared. And by the way thanks for your input!! Totally appreciate it!

What does your Page# 2 and NOTES 1 & 2 say?
R.10 only assess if all documents are there or not, they do not check the quality of documentation provided. That is done beyond the R.10 stage i.e. at the Eligibility stage.
I don't also understand what you wrote above, I submitted, as proof of funds, my Full Time Permanent Employment Contract and then my bank account reflects my car loan

Oh right, I didn't say that clearly. I don't have enough liquid funds in my bank account, aside from the fact that I dont have the cash, I also have a car load under that bank account-- I submitted my bank statements, even if its not enough, I supplemented the document with my Employment Contract, its a salaried position, Full Time and Permanent.

The Employment Contract has no monetary value once you land in Canada and you need funds for your day-2-day expenses...
You need to show clearly through your bank letter(money in bank account or in the form of FD etc) that you meet this threshold of $12,475. Any mortgages e.g. loan etc, will be shown as liability on your funds in the bank, hence you will need to show a higher cash deposit in your bank to cover this reduction.

Is it possible for you to ask your bank not include any loans etc in the bank letter?

Well I’m in Canada.. been here for a year now. Im under FSW-Inland and my Car Loan is with a Canadian bank account. I’d rather they see the loan so they know the bank granted me that because I can afford it.... pheeeewww! I honestly don’t know what to think anymore. Other than the bank account, do you see anything else alarming in the notes?
Thanks again!!!

You said you are in Canada, and currently working as here in a full time job(e.g. on a OPW)? If that's the case you are not required to provide any PoF...

Note that you do not need proof of funds if you are currently:
were you aware of this ?

Yes under PGWP... so the part that says “and Valid job offer” is sketchy... because they defined Valid Job Offer as being supported by LMIA. And my contract is not LMIA supported because I’m on PGWP... also nowhere in the notes did they mention that I presented my contract as PoF, I find that weird.

PGWP is an OWP so you are authorized to work here...so in that case you do not need to show the PoF... I maybe wrong but get this double checked...
@DelPiero07 any thoughts?

Yeah I hope that is the case. I’ve reviewed that countless times before but that is clearly a grey area, because again of the definition they have on “Valid Job Offer”. If this wasn’t the case, they wouldnt have a reason to review my funds. Buuuttt I do hope you are right and I am wrong. Thank yah!

In the case of CEC, I had to confirm that I meet the PoF requirements in the EE profile. When I got the ITA, through my lawyer, I raised am LoE that I do not need to provide any PoF since I am a CEC, not sure if you were submitted such a LoE as part of your application?

Okay so Im not under CEC. I havent met the 1yr full time Canadian work experience req for that. but the way I submitted my PoF document was with a cover letter which we can consider as my LoE. It was a brief summary of what I had for my PoF. Explained I can totally support myself, then next pages were my contract, pay slip, and bank statement....
