I am guessing that software engineers are also involved with the software's design rather than the raw coding, but then i know very few programmers who do not get involved with the design elements.
Personally I'd think software engineer and computer programmer are fairly synonymous and the software engineers are excluded from "2147 Computer engineers" because they fit into "2174 Computer programmers and interactive media developers"?

"You have indicated that you have work experience in an occupation with the following NOC code: 2174- Senior Java Programmer.
