1) Currently their 2022 quota is a bit higher that their 2021, but every year they release in parliament their 3 year plan for immigration. It could increase, just like 2021 increased from their previous plan in 2020. The current plan is basically in line with the backlog, if they don't clear anything else from economic this year, then they would not need draws next year.

2) They still need 86k landings in Nov/Dec to meet this year's quota. So they might clear some more from the processing backlog to meet it. Though there is an issue. What was released from oct 27th only showed IRCC's processing backlog, but not their landing backlog as we've seen from previous ATIPs. People in landing backlog are basically those with portal email or PPR, whose app is complete, but haven't completed virtual landing/physical landing yet to count on the year's quota, so the backlog might be a bit higher.

I don’t see a conflict of interest with them posting this particular article though. I mean the news is negative on the prospect of future fsw draws which is unfavorable for them.

How ? I am a little confused this morning.
At the time the memo was created(September 3rd) those within IRCC were expecting that at the end of 2021, there would be a PR backlog of 760k left to process in the following year. That was considering the information and problems they had at that time. In the memo they were also scheduling a meeting to discuss actions.

Still in long slumber. Now it all boils down to the respective VOs. If they really wanna clear their backlogs in record time (just the way they did/doing for CEC applications), they can do it with ease. Most FSW backlogs have passed most stages (except maybe Security in some recent files) and extending PPRs is a no big deal now. Not sure what only these VOs such as NDVO, Accra VO, Vancouver VO are doing now.
There are no student intakes as well currently. Definitely something is holding them off and God knows what that is.
If not now, then it might be even longer, cos a deadly variant from South Africa seems to scare everyone now.
I remember there was a tweet by ircc that there's gonna be a huge delay regarding student permit applications that's submitted after November 1, warning students to let their respective DLI's know about this issue and take necessary steps.

The European Union aims to halt air travel from the southern African region amid rising concern about a new COVID-19 variant detected in South Africa, EU Commission chief Ursula von der Leyen said on Friday.
"The Commission will propose, in close co-ordination with member states, to activate the emergency brake to stop air travel from the southern African region due to the variant of concern B.1.1.529," she said in a tweet.
The executive Commission will recommend that all 27 member states implement the measure and hopes for the European Council to give the green light as soon as possible, an EU official said.
Britain temporarily banned flights from South Africa, Namibia, Botswana, Zimbabwe, Lesotho and Eswatini from Friday, and asked returning British travellers from those destinations to quarantine.
The variant has a "very unusual constellation" of mutations, which are concerning because they could help it evade the body's immune response and make it more transmissible, South African scientists say.
Scientists are still assessing the new virus variant, first identified this week. Its discovery on Friday pummelled financial markets in Asia, where stocks suffered their sharpest drop in three months and oil plunged more than three per cent.
Decisions of the European Council, which represents member states, do not have to be taken by ministers but can also be signed off by the country's ambassadors in Brussels.
