Well, it’s tricky. We can’t directly file a complaint with the tribunal. We have to go throughout CHRC and if commission deems our case is fit, it will refer it to CHRT.
Now, if we read section 15 (equality of rights) of the Canadian charter of rights, we can make a case.

Also procedural fairness which should have been followed by IRCC has also not been followed.
So how should we start CHRC process? Would more people getting involved in this help and would there be any cost implications?

Unfortunately we need to establish our case on a prohibited ground of discrimination which apparently does not exist here.
For lack of procedural fairness it could be challenged before ombudsperson, had canada had one. But the ombudspersons only exist at provincial levels in canada. So our only option left is courts. Other than that we can keep raising our voice at different forums, contact PM office, immg minister office, MPs, media houses, the standing committees for immg, human rights etc,

Do you need to get Police Certificates again? I read somewhere that this is not required if your PC is after the time when you last lived in that country.

EVERYONE when replying to first portal email, reply to IRCC.ClientPortal-PortailClient.IRCC@cic.gc.ca not IRCC.ClientPortal@cic.gc.ca make sure the first address is in the recipient field. If you hit reply to the first email if makes you reply to the second address, but it doesn't exists, you won't get the second email. Use the first address which is the one in their signature. Many cases of people not getting the second email for days, then you reply to the first address, and you get it the day after (including me)
