I do not agree with that 16% calculation... There are just few HOT NOC... Mainly in IT and Finance area..
For rest you can see the numbers below.... And these will remain like this by end of April 2015... Few NOC's may not even go to 10.. So, if CIC will get even 500000000 application for 2174 they will process only 1000.... So, just rest assured.. You can check the similar status for FSW2013... 300 per NOC and how many reached to CAP...
