Most wouldn't book the quarantine so there has to be a rule requiring proof.

Wow I suppose someone must be paying you to say this.

Ok to your point, if someone doesnt book the hotel they can be fined at the airport and then escorted to the hotel. If I can prove my due deligence in trying to call the line with the best of my efforts, I will be awarded justice. If not I will pay the fine and pay for the hotel as well.


This is such a nightmare situation that keyboard warriors would never understand.

My flight is within 48 hours. I made almost 4 calls, all averaging 3hrs each. The line gets disconnected just after a few mins past the 3rd hr.

In the mean time I also called my airlines and they need the hotel reservation on ArriveCan. This is a cunning move by Canada govt to roll out the mandatory hotel as a travel requirement to airlines. Airlines cannot make an arbitary decision to deny boarding based on hear-say. A notice has to be rolled out by the Canadian govt. The email from my airlines speak in a tense as if it was drafted by the Canadian govt, not the airlines itself.

So with the proof of me trying call the helpline for several hrs, I could fight it in the court if I am fined for not booking a hotel. But the Canadian govt is extremely smart enough to stop me at my home country and say they know nothing about it or have control over my local airport's decision.

Some airlines are playing safe. Hence necessary to book now. Canada has not and I guess won't officially ask to book when their booking system has completely failed. There will be lawsuits. And they can't officially discriminate saying only Canadians will be allowed to board without a booking.

This is probably an unwritten order to airlines or the airlines are playing safe.

Having said that, I just saw a guy posting he was able to board the flight without booking. This was Air Canada

There isn't, but it seems that if the government can, they will definitely keep this for a few months atleast till they have a sufficient population vaccinated which is happening very slow in Canada right now.

However, there are some lawsuits and some reports about sexual assaults at quarantine centres. This might jeopardize their plans.

A person (who is not otherwise exempt from quarantine) who enters Canada by aircraft and cannot provide evidence of pre-paid accommodation at a government-authorized accommodation is considered unable to quarantine. A person who is considered unable to quarantine must follow the directions of a screening officer or quarantine officer to go to a federal designated quarantine facility

You can do this. But I hope you know that the designated quarantine centres could be a nightmare. You most probably won't even have food choices and these are secret locations. The conditions of these hotels are not known. Take your chances.

Airlines can refuse booking because they fear they will be liable for a return flight if someone is refused. You can sue the airline if you want. The government hiring a phone service was just stupid but this has just started so there will be some issues initially in any new system. Hopefully it will get better soon. Canadians must be let into Canada where as others don't have to be. Doesn't mean that they won't be. There are certainly inconsistencies. If you don't book a hotel and are unwilling to book on arrival I hope they raise the fine amount so there is more incentive to follow the rules.

Would add you may be forced to stay for 14 days if you haven't followed the rules since there will be fears you won't follow the other rules.

Guys the quarantine in itself is not wrong. It's needed and important. Just the implementation is shoddy. If they don't take such steps though, there will be a huge wave of Covid cases and every student will be studying online for the whole year despite being in Canada.

Rules are so inconsistent that I wouldn't depend on other's experiences. If you can get something in writing from the airline you are flying with that may be helpful while you keep attempting to book.
