Define non-accompanying. Most applicants mistake that for their spouse not coming with them during their landing but in legal terms it is defined as your spouse not ever coming with you to reside in Canada. If that is the case then no he won't be able to contribute to the points in total and he doesn't need to fill up the forms. He only needs to submit a document authorizing you (if he consents) to bring your kid together with you to reside in Canada.
