They send in normal post unless you have provided a return envelope when you submitted the finger prints.
They have mentioned in their website that all postage paid return envelops would be scrapped. So please do not send it. If you situation is critical like nartcr send them an email explaining the situation and you may give a fedex account. They might consider.

Hi,

I called FBI yesterday. They told me the processing time is 12 - 14 weeks. So you might have to wait for 14 weeks  as well to get your report posted. Additionally there is postal time.

Hi PjK1,

There is a government agency in Chennai ( may be forensic department ) which does finger printing with very less amount. I think Rs 500 or less. Please go through the forum pages you will find it. But if you go for any private agency they will charge Rs 3000 - 4000 per print.

I suggest you start the process immediately as it takes 12 - 14 weeks + mailing time to get your results.
Thank u very much for ur response..i would probably send the FBI request by early Jan.
Seems there is some place were we can get finger printing done.

One more question?
Can we give some friends address in USA to FBI, so that report can be send ? Laterhe can mail it to my India address..otherwise it might take much time to reach. My concern is, will it be a problem if i apply from India, but still give a USA address to mail the report?

Generally people start the PCC process as soon as they get the PER. If you are confident you have a strong application, you can start it right now.

In principle any PCC issued after you submit your application is valid for a year. So if you get your PCC now (which means the issue date would be sometime in Feb - March), it would be valid for one year from that date. So if you think you have a strong application, go ahead and apply.

One thing you need to consider is that being outside the US makes things a bit more difficult e.g. with fingerprinting. So if money is not an issue, you might as well start the process now. If your fingerprints get rejected, you still have the time for another attempt. Please always send multiple copies of the fingerprints.

I am unfortunately not in India, so I cannot help you where to do the fingerprinting. You can try the local police.
Thanks for ur reaponse..will probably get it done in jan..per above
Post we can get the finger printing done with less cost..

Updates:

Fingerprints sent by post: Sept 7 2014
Received by FBI : Sept 15 2014
Credit card charged : Oct 7 2014
FBI processing complete: Dec 11 2014 ( I felt like i won a lottery ticket )

I would be getting my FBI PCC on hand tomorrow .i.e. Dec 12 2014. Canada authorities ( CPC O ) gave me 30 days extension ,i.e, my new deadline to submit documents to Canada is Dec 15 2014.

I sent FBI an email explaining the situation earlier this week, and gave conversation emails with CIC Ottawa, and i guess this helped me. Also note that i was able to expedite shipping by contacting FBI. I opened a Fedex account couple of days back, and provided FBI with account number ( again through email ). They would be shipping back the document through fedex priority overnight instead of USPS.
I got my letter today. Just have to update the dates
FBI Search complete date in letter : 12/03/2014.
Letter sent out by FBI : 12/11/2014
Letter received in hand : 12/12/2014

email address for FBI(without spaces ) : <liaison @ leo.gov>

This would mean from 12/03/2014 onwards, they were preparing the shipment. From what i was told by authorities, the shipment could take as much as 10 days because of the volume of the requests.

Sorry to hear about it. Immediately send one more request with multiple prints. Also send a cover letter telling that it has been rejected twice. Attach the letter from CIC which you received and plead to expedite.

Right now what I see that they will not open your request or charge your CC before 2 months and they will take full 3 months to tell if the prints are accepted.

In the mean time gather all the state PCCs which is not tough. It take 2 weeks for them after they receive the request. Some of them like Colorado provide earlier.

Lastly raise a CSE with your VO and explain the situation. Ask them if they will accept state PCCs
Thanks akashsar, I sent two more sets of fingerprints yesterday along with a letter requesting them to expedite if possible. hopefully they could accept this time...I might also call them? would that be helpful?

Start right away, certificate is valid for a year and would take months to reach you. Please do not forget to send multiple fingerprints.

Bad News for me guys

On the afternoon of Tuesday Dec 9, I called the FBI, and they told me that my report had been processed and would be mailed soon. Then, I called them up today afternoon, Friday Dec 12, and my report has still not been mailed :-\

Additionally, I tried to call them up again in the evening at 6:45 PM (note that they are supposed to be open up to 8 PM Eastern). I was trying to get someone else to confirm if my letter had indeed not been mailed, because I could not believe it. However, to my surprise I was only getting the message that they are closed, and was given a prompt to leave a voice message. In the past few months, at least twice before I have called up between 6:30 PM and 8 PM, and I have always got someone on the phone (though I had to wait for about 15 mins), but this time I only got the voice mail.

I personally feel the FBI is short on staff, because many of them may be taking the year-end vacation/sick-days etc. So guys getting their reports till the end of this month - be prepared to wait a few extra days.

It will be helpful if you call a day or two after your second set of fingerprints arrives. Then you have to call them, and give them the tracking numbers of both the packages and ask them to match/combine them. Some of the staff are not helpful i.e. they tell you this cannot be done etc. If this happens, call up at a different time hoping to talk to someone else, hopefully you might get someone who can help you.

Fingerprinting in Chennai - Best place

Go to SCRB (State Crime Records Beaureu) Santhome. It is a new building and Blue in color and is opposite to the water treatment board building. There is adequate bike parking for visitors car you need to leave on road but not a crowded road so no issues. Write a cover letter (leave the to address part blank, you can fill it up at SCRB) stating why you require FBI finger prints.
Please take 2 photocopies of 1.Passport Biodata page 2.Drivers License. Take the originals along with the 2 photocopies They will verify the originals with the photocopy and confirm both the authenticity of the documents and the person.

At SCRB you would be given a bank challan, or a photocopy of challan you need to pay 500 per finger print at State Bank of India,Treasury branch. This is opposite to Thousand Lights. Again, since it is in mount road, you can either go by bike and park it in a side street next to the bank or by auto. Car parking not possible here.
Avoid going to this bank during month beginning/end as it gets very crowded. The receipt part of the challan you need to provide to SCRB

They will assume that you will bring the fingerprint cards yourself. Take the FD-258 print out in A4 board (just thick paper you will get in stationary stores) .They will then do the fingerprinting on the card and then make you wait for 10-15 mins after that while they verify if the prints were taken properly. They will then sign and put the seal on the card.
This step takes about 30 mins-1 hour.

I found them to be courteous and helpful. All the best to you.
