I moved to Canada in February 2021 and have not lived in the U.S. or India for 183 consecutive days at any point in the past four years. Based on IRCC guidelines, I understand that I may not be required to submit a new Police Clearance Certificate (PCC). However, since the citizenship application requires listing all addresses from the past five years, I did reside in the U.S. during part of 2020.

Given this, should I submit a new PCC for the U.S., or can I reuse the PCC that I submitted with my PR application in 2023? Or, is it acceptable not to submit any PCC at all in this case?

The PCC question and the address history are completely separate.
If you didn't leave in a country for 183 days in a row in the past 4 years, a PCC isn't required as part of a complete application. Please note that IRCC is always free to ask for any document they want during the processing, including a PCC if they think it's useful.
