Since I graduated from school and I was given a three year PGWP. I worked at Starbucks as a shift supervisor from February 1, 2017 until March 2020.
1) However, I was working part time until December 2018 and full time from Mid December 2018 to March 2020, BUT I was away for like 3months but I was still on paid vacation as part time and sometimes full time.
2) March 9 2020 to April 24 2020 I worked at a different company full time, but I was permanently laid off due to COVID-19.
3) I'll be fortunately able to re-work at Starbucks for more hours in order to apply for PR, BUT I won't be able to be working at all from April 27 to May 10 (which is also a 2weeks break).

I was told that I'd have to start over for one year experience if I have a break longer than 2weeks, so I need an answer whether or not I'm eligible to apply for PR based on Starbucks Experience (NOC 6311-B) or I need to restart it over. Please Help!

For the Canadian Experience Class, your experience need not be continuous. There is no need to start over.
One of posts here says :

You just need to have accumulated at least 1,560 hours of work experience within the past three years.
For CRS, however, to claim any Canadian work experience points under Express Entry, then you would need continuous work experience for at least a year.
So let's say your work experience in Canada is not continuous, then you will still be eligible to apply under CEC provided you have 1,560 hours or more, but you won't be awarded any Canadian work experience under EE (so you will be at disadvantage compared with other applicants with Canadian work experience points).

Also I was told that in order to gain points in your EE profile, I must have continuous work experience inside Canada. This is why I thought I needed to start over. Do you think I could apply for the PR based on my experience I have now?

One more question! I applied for PGWP on Dec 31, 2018 BUT its "Date Issued" on the physical PGWP paper is April 9, 2019. What date should I count work experience from? I also worked full time from Dec 31, 2018 and April 9, 2019 as well, but when you count 1year experience, I don't know what date I should count from.

You can count your work experience from the day you applied for work permit. In your case Dec 31, 2018

It says my score is 420, seems a bit lower but do you think I'll be okay to apply for the PR now?
Well you can add your file to the pool but I do not think the score will go down this much. At most it might reach 430 but you can create a profile and hope the score continue to go down. Good luck

Canada website says it's 420 but this Canada Visa says it's 452, so I need an idea whether I'm eligible to apply for PR at this moment

You need to understand that there is a difference between eligibility and getting an invitation to apply.

Eligibility determines whether or not you can create an Express Entry Profile, and the CRS points determine if you will get invited to apply.

You need to calculate exactly how much work experience you have in Canada and abroad. Once you know this, do the following:

1) Go to this page and click on "answer a few questions to see if you meet the minimum requirements". Follow the instructions. This will tell you if you are eligible.

2) Once you know if you are eligible, go to this link and fill out the form to understand what your CRS points are.

The CRS tool I have linked to is the only one you should use.
Yeah it says 452 for my crs points, I don't know what the minimum score is for this year

It changes depending on factors like how many people are in the pool, how many invitations they issue, how many people join the pool in a given time period, how often they issues rounds of invitations, etc. It is a dynamic number.

Here is a list of all rounds of invitations - you can look at it yourself to gauge trends.

Seems like 452 is still lower than the usual, I might have to take another English test or work another year or so so that I can get more experience score. What do you think? I'm really new to this so I need a bit of guidance too :(

452 is obviously very close to the latest minimum score. Would recommend you create a profile asap if you have everything ready because at the moment they are doing draws for CEC only. Score could go up when they start doing general draws again.

If you have a Canadian education and your language test results, you are good to go. No other documents needed, and it's free to create a profile. So you might as well. No point in waiting.
Yeah I have a bachelor's degree and also IELTS as well

Also one more thing: I worked as a shift supervisor (NOC 6311-B) and like i said I'll be able to work at Starbucks as a shift supervisor again. If I have an opportunity working as administrative assistant job (NOC 1241-B), should I apply for shift supervisor (has one year experience) or administrative assistant (just started)? I don't know if I need to choose a job that has experience, or the latest job.

For Canadian work experience, it doesn't matter as long as it is skilled work (NOC 0, A or B). So you should choose the job you actually want.
Even though I just started as administrative assistant with no experience? Are you saying like it doesn't really matter as long as it is skilled work (NOC 0,A or B) and as long as i have one total experience in one of those group, i could apply for the PR? For example, even though starbucks shift supervisor 11months and administrative assistant 1month but it totals 12months?
