Express Entry - e-APR Submitted in November 2016

Has "Review of Eligibility" changed for anyone from "In Progress" to "Passed"? I assume for the ones whose medicals are "Passed" should have their "Review of Eligibility" also "Passed"?

Generally, Review of eligibility stays "In progress" till you get your application approved. Don't expect that to change. Keep an eye on "Background Checks" though.

I just learned that my exam doctor hasn't uploaded the medical forms to CIC because they cannot figure out how to upload the X-ray. So at least I know why my status hasn't changed at least.

I've had 2 ghost emails since my AOR on 13th November. The first one i got on 14th Nov and my medicals status changed to Passed on 16th Nov. Just received another ghost email about an hour ago.

Even i have received a ghost e-mail. though my medical is still review in progress. Can you please tell when did you filed eAPR and medical.

Here's my conundrum regarding my application status:
Review of Eligibility: "Review in Progress"
Review of medical results: "Not needed at this time"
BUT....after going through the help section (with "?" sign), here's what I have found written there:

"Not needed at this time means we have not yet received an application for permanent residence. You need an invitation to apply before you can submit an application for permanent residence."

What does it mean, especially when I have received eAPR as well?
