With express entry system introduced in January 2015, PR application is approved in about six months.

Then, how is IRCC able to complete all necessary background checks in six months, a prerequisite for PR approval, which in the past used to take 4-6 years?

People had to get police certificates before too. Nothing about that has changed.

The background checks didn't take 4-6 years previously. The reason processing used to take this long was that there was an application backlog. IRCC stopped accepting applications for a while and also canceled a whole bunch of applications (around 100,000 if I remember correctly). This got rid of the backlog of applications.
