Are your parents PRs or COPR holders?

If they are landed PRs, of course they can travel to Canada.

If they are COPR holders or have any sort of Canadian Visa, I am sure they can board the flight if they could provide:
1. proof of relationship (e.g. your birth certificate)
2. proof of your PR status, as parents of PRs are exempted from travel restriction.

If they aren’t already PRs, then they can only visit on a TRV or Supervisa. The other choice would be for you to sponsor them through Parent/Grand parent sponsorship once you qualify. Your being a PR does not automatically provide your parents with the right to reside in Canada.
