The CBSA officer is completely wrong, and sounds like they just don't understand the rules around PR status. Perhaps they are new on the job. If you got a PR Travel Document based on living with your Canadian spouse overseas, then you most certainly did not lose your PR status. Your PR card is just expired. She gave a stamp on my passport which simply says canadian border immigration and PR written

Note that you need to give a Canadian address that they will deliver PR card to. And there is no guarantee they will even mail it, sometimes they request you pick it up in person from a CIC office.
If you leave Canada again before you get your PR card and need to return without it, and you do not hold a visa-exempt passport, then you will need to get a brand new PR Travel Document again. Although this should be easy if you are living with your Canadian spouse.
