I have studied 4 years of Bachelor degree in my country.
Now in EE application they say full time is considered only if 15 hours of class attended per week in the academic year. In my uni, i spent 12 hours per week in some semester, less than 12 in some and more than 15 hours during internship related to my study. in my uni 12 hours per week is considered full time.
