We are trying to interpret the GCMS notes of my Friend with AOR 01/04/2017

As per notes medical and criminality is passed. Eligibility : Not Started

On 13/07/2017 the Agent reviewed A11.2 and marked as MET with details to back his decision.
Also on 13/07/2017 under one of the eligibility sub section the same agent updated Eligibity new value to : MET.
On 14/07/2017 the file transferred to NDVO and the reason : Work Load Redistribution and on same date there is another Eligibity sub section which mention Old Value : Met , New Value : Not Started. This was updated by a different agent at CIO Sydney.

What you guys think the scenario is as per the notes?
I think the New Value : Not Started is created for the officer. He will go through the agents recommendation and will decide and will update the New Value as MET.

This is just my understanding..

Good news is A11.2 is passed. Based on the GCMS I can say that the application is progressing smoothly. Nothing to worry. Good luck!

True I guess due to so many ITAs issued, CIC struggling right now to clear them..
And yet many people are getting PPR in 40-80 days. Quite strange. Don't understand why such disproportionate delay for some applications.

Exactly, if there is a backlog shouldnt they be clearing those who applied first instead!!! it is mind boggling!! This is utter nonesense!!!!
I completely agree.

FSW-O (family)
AOR: 30 Mar 2017
IP1: 1 Jun

ADR1 (travel history)
Med passed: 6 Jun
ADR2 (police cert) - requested 6, submitted 30 Jun.

My Bgc has never progressed since June 1st until now, stuck at IP1 (exact wording: Your application is in progress. We will send you a message when we start your background check.)
I called CIC on July 12, and was told by an agent that "everything is fine... we are working on your application... BGC not started... file is at CIO Sydney".
I don't know what's wrong with my application guys. Why is it taking so long at IP1 & CIO :(
