were they just trolling us ? list will be available on or BEFORE 20th October bla bla .. the existed DLI list is also not available now

So I had a question. The website still states :
Does this mean the travel exemptions shall only be for those who have an approved study permit before the date given? Or will they change the criteria as well once the list is provided?
- an international student with a valid study permit or who was approved for a study permit on or before March 18, 2020

Just got reply from Seneca:
Thank you for your email. As of now, Seneca has not been approved yet, it is still with Public Health. Please keep monitoring our website as we will post the updates as soon as we are approved.

They said that but they are on the IRCC list, so I guess they got approved
No the website says all are approved!
