Exactly, let's just hope they start issuing PPR to all. Since Winter 2021 is around the corner considering 14 days quarantine + time to find a place.

It does make sense.
Most offices reopened months ago and lots of permit applicants submitted complete applications from the beginning. Of those, many have ordered gcms notes and seen that their files had been approved but the final decision/PPRs were being withheld anyway.
