I have a daughter whos 20 years old and still financially dependent to me but it says on the new definition of dependent child is under the age of 19
What should i do to include her on my application? thanks

Unfortunately your daughter can't be included as a dependent since she is over 19 years of age.

Agreed. They changed the definition of a dependent child and excluded overage students. Your daughter will have to find a way to immigrate on her own. The only exception is if she is dependent on you because of a disability but in that case, it is also possible that she could be denied immigration based on medical grounds (excessive demand) in which case the whole family is automatically excluded as well.

What should i do that can make her come to canada if i cant process her as dependent?

You could settle in Manitoba or Saskatchewan where you may "sponsor" her through the PNP after living there for a year. However, in order for that to happen, she would need some skills, education, work experience and in Saskatchewan she would need a skilled job offer. In Manitoba there is a points system where she may apply without a job offer if she has enough points in other categories.

Aside from that, there are other options such as her applying for a study permit in Canada, coming to study and later after graduating, getting an open work permit and working up to her own immigration or getting an education and work experience in your home country and then trying to immigrate on her own.
