They will likely allocate some of the cap spots to international students attending Conestoga college but would not expect the number of spots will lead to a much smaller number or international students. Certain programs may be given priority. Nobody knows how Ontario will allocate the number of capped spots but it will lead to a significantly lower number of international students.
Of course they will. Just not that many. The province, not colleges, decide how many spots will be given to each college (and maybe even programs).
If you applied 6 months ago then you don’t need letter of attestation. All youcan do is wait.

Okay. I've already attached an updated LOA with course start date deferred to April Intake. Hoping for the best. Fingers crossed!
Applied from Bengaluru, India. I haven’t received any update yet. This is frustrating, it’s as if the IRCC doesn’t care about the student’s future. I’ll be calling up the IRCC requesting for updates & speed up processing on 3rd April. I’ll keep y’all posted. Wishing y’all the best & speedy visa processing!
