Delay in Receipt of Reply from Sydney

:( I sent my first application from Nigeria last year by means of a courier which I tracked and saw that it had arrived at sydney on the 9th of November 2009. I still have not gotten a reply till now.

I applied with NOC 2171,0213 and 2281.

I would like to know the way forward.
