I did receive COPR after 4 months of no word from IRCC since ppr on March 3 2020. My case may be unique-ish though because I decided to email them with webform stating that I am an outland applicant but I have been living inside Canada since August of 2018, first year on a work permit and second year on a visitor record.
IRCC emailed me back with a standard response on July 10 2020, that my application is in process but delayed because of COVID-19. But then a few hours later I received an email from CIC Etobicoke Landings asking me to prove I am inside Canada for a virtual landing. I emailed back with proof and waited the weekend. Then, on July 13 I received my COPR, updated in my GCkey. However, no official document has been sent to my email yet.

Thank you! It's been a ride, but I know others have been waiting longer and are separate from their loved ones. I am extremely grateful, but hopefully others also get COPR soon.

Hello everyone, I’m also outland 2019 applicant. I got my dm on Jun 30 and copr was handed to me by border agent when I arrived YYZ as direct family member of my Canadian husband. I was thrilled. Wish everyone else best luck and have positive results soonest.

Thanks for the details, you mentioned you got COPR after arriving into Toronto, did you travel with visitors visa or is your country visa exempt. Thanks
