Oath ceremony is completely organized by the local office. Would not be it worth to try to contact the local office? I think the email ID they used to send the test invite can be used to reply or you can try calling them. This is just a suggestion I am not sure if this will work or not.

For me still my status showing Ip 16 weeks passed 3 and half months since interview and test which done 6 November 2018 Montreal office
Realy I am upset waiting time fram 3 months exceeded no oath letter and nothing els hope this delay is normal as iam December applicant 2017

I am passing 16 months now without a test invite, maybe this will make you feel less worried

Mine passed almost 13 month from the test . Still in process. You should be more patient

There is no maximum time frame , they can take as long as they want
