I hear you! We applied Jan 2014 and had financials for me requested in October 2014. Finally got DM yesterday. It's been nearly 19 months (US Outland through CPC-O). I didn't really find out until fairly recently that they have finished applications that were sent in a whole year after I applied.

I totally understand. I applied around then too. Took a phone call to hubby's MP and 4 months waiting to just get a file number . Then a bunch of document requests until DM and I landed in February.

What was the holdup ? 19 months for an Outland app that is. Brutal.

And you guys are US citizens getting these insane wait times? What the heck? I wonder what the difference is between applications, or if some people just get stuck in the system. My husband got his in under 4 months.

My wife is on disability and so I guess they wanted to see my financials and proof that I could support myself. It doesn't happen often even with a spouse on disability it seems. Anyways, I could see that delaying the application a couple of months maximum but 19 months is ridiculous. There wasn't a single request for more information other than that though. I spent nearly a year compiling everything for the application as I had intended to apply earlier so I was way more than thorough.

Yup US citizen, followed everything to a T. I think they lose applications or put them on different shelves or something. Honestly, until I became active on this forum again in around May I had no clue that applications were being processed by many in half the time allotted. So around the 15 month mark I was getting antsy rather than some people who are doing that dance at the 5 month mark.

For those interested (and I was thinking of starting or searching for a thread specifically relating to this), this was the only communication I had with CPC-O in 19 months of my application:

Dear Ontariobat:

I have reviewed your application for a permanent resident visa as a member of the family class. It appears that you may not meet the requirements for immigration to Canada.

I have determined that you may be a person who is found to be inadmissible to Canada by virtue of the fact that you appear to be unable to comply with all the requirements of the Immigration Refugee Protection Act and the Regulations, specifically section 39 of the Act, which states that:


39. A foreign national is inadmissible for financial reasons if they are or will be unable or unwilling to support themselves or any other person who is dependent on them, and have not satisfied an officer that adequate arrangements for care and support, other than those that involve social assistance, have been made.

Before I make a final decision, you may submit any documentation and information addressing the issue of adequate financial arrangements for care and support (not involving social assistance) are in place for yourself and your dependents (if applicable) in Canada. This may include but is not limited to paystubs, employment letters, and tax documents including the most recent notice of assessment (NOA) for both you and your sponsor.


Subsection 11(1) of the Act provides that a foreign national must, before entering Canada, apply to an officer for a visa or any other document required by the regulations. The visa or document shall be issued if, following an examination, the officer is satisfied that the foreign national is not inadmissible and meets the requirements of this Act.

The onus is on you to satisfy me that an immigrant visa can be issued to you. I would therefore request that you send any information or documents which you consider might respond to this concern within sixty (60) days. Please quote your complete application number on your correspondence and address your correspondence to CPP-Ottawa at the address indicated below. If you choose not to respond with additional information I will make my decision based on the information before me, which may result in the refusal of your application.

I hope to hear from you within sixty (60) days. Thank you for the interest you have shown in Canada.

Oh man, I think if we had received that message I would have completely freaked out. It really looks like you got a bad officer, or they mixed you up with someone else. You have a freaking degree in neuroscience, and I can assure you my husband and I are likely far worse off financially than you guys probably are. I figure we didn't get asked for any financials because we have lived in Canada together successfully since 2006 despite our rather paltry financial situation.

Major congrats on getting through that and getting your DM. Hopefully you can get on with your life now!

I know, I freaked, we both freaked. I swear I've lost 1/3 of my balding head of hair due to this letter. We actually opened a small business together in October 2014 (A booth at a market) and the day before it opened was when we got that email (Friday friggin' evening!). I actually had to close it down at the end of June because my PG-WP expired at the beginning of July and this application still hadn't finalized.

We aren't in absolute great financial standing, however we make it work, we aren't having kids, and I have no intention of going on social assistance myself unless I was in a horrific accident. I am a workaholic and hate not being busy. I have lived with my wife since 2009 here (though have gotten some help from parents while in school).

GAH! Anyway, I really hope to see a brown envelope in the mail soon so I can sleep through the night.

EDIT: Okay, so because I still can't sleep I did some searching on these forums and found out that the case officer that sent that email sent other sort of odd demands/requests of people and their timelines dragged (not anywhere near as long as mine though). That really sucks. Anyway, hopefully I get some good news.

Add: Make sure your wife "orders" the notes (you can do it, but it has to come from a Canadian or PR)

Also, your ATIP request will show in the GCMS so that might make the case officer squirm (I didn't notice this until I ordered)

Yea he really should. His application sounds very much like ours (disability, not the greatest finances, parental help) but we sailed through. Maybe he has grounds for some kind of action.

I know for a fact that a few people who sent in applications around then were accidentally filed in the inland pile ( I never got my notes) so that's my guess why the long wait times.

Ahhhhh, wow, :eek:

I wonder if that also explains Ontariobats extra scrutiny concerning his finances? Though I don't see why it would. It seems like the system is far too dependant on the whim of the case officer. If someone has lived in Canada already for x amount of years with no problems, there is no reason to be scrutinizing their financial situation.
