I think when they said IELTS was not mandatory, they had also said, it was upto the applicant to prove his proficiency in the langauge.
They had also mentionted that if IELTS was not provided, then the points would be completely under the discretion of the visa officer.
Hence, it was always suggested ( on forums and elsewhere ) , for applicants (citizens) from non-native english speaking countries, to support applicantion with IELTS.

Regarding this you can either not risk it and get the IELTS results fast (probably the wisest course of action if you're able to do it), or if you can't get the results in time, write to the visa office and point out that these are not required because, at the time your application was received, evidence of degrees from English-speaking Universities was adequate proof of language.
Given that it's sometimes difficult to even book an IELTS test within 60 days, coupled with the fact that such results are NOT required if you applied prior to the rule coming in, I think in this instance the visa office is being unreasonable asking for you to get them.
The only thing I can think of is that they are giving you a chance to IMPROVE on your current score, since you are not awarded the expected points in adaptability.
Basically just do as much as you can during the timeframe they haven given, you can do no more.

Tnx for the input. For adabtability, I was thinking we could get some points for my spouse having a HS diploma + 2 years of college. She is in her 4 year now. I got 0 for this. For English, I was thinking the same thing about my two diplomas and I am also licensed in my field which could easily be transferred to Canada under reciprocity rules. I thought all these were enough, that's why I never thought about IELTS. As you pointed out about testing, in my country right now there are no testing centers. The closest that has a testing center has the earliest date in April which is past my 60 days deadline. I will probably book and explain my situation. I might get some points back in English and Work Experience, and may be adaptability.

i agree with your point about adaptability i also think living in US doesn't give someone points in this category but we applied under the same rules where IELTS was not required but dispite my husband's degree taught in english from USA he was asked to give IELTS and submit the results along other documents so i think all cases now require IELTS test to proof language ability no mater when applied initially

my husband scored 80 points in total but still he was asked for IELTS they've made it compulsary now i think even for old applicants

The reason for IELTs request, is the VO can't determine his/her language ability from the information submitted. That was part of the old rules.
