CIC Awarding Work Exp Points 4 Weeks Early

Hey all,
I just heard that CIC have awarded points too early for work experience and issued ITA's 4 weeks early. They expect applicants DECLINE the ITA their system generates and wait until the 4 weeks to accept!!

An officer may refuse application if they didn't have the points on day the applicant receives their ITA or on a date the applicant submits!

So even if you had the 2 years by the time you submitted they may be able to refuse the application because at the time THEIR system issued the ITA it was a four weeks before the actual 2 year work anniversary.

This cannot be true, right?
Has anyone heard of this before?

People have been denied Permanent Residency because of this?

They have because they are basically misrepresenting the fact that they've completed a certain number of years working.

The system is no excuse as the applicant should know exactly the amount of time they've been working.
