The minimum eligibility criteria for the CEC class includes one year of skilled work experience, which you already have. So you can develop and submit your profile now. You don't put the # of years, you put dates, and the system calculates your work experience (albeit crudely, using only month and year instead of mm-dd-yyyy).
Because of this, if the system credits you with 2 years of work experience BEFORE you have completed it (meaning, you get CRS points for 2 years instead of one), and you get the ITA because of that, you have to be careful, it is your responsibility to know when you are eligible for the points awarded.
If you get an ITA, you have 90 days to submit your application; if you complete the 2 years in that time period, and submit your application after you meet the 2 years, you will be able to keep the points for the 2 years. On the other hand, if you submit your application BEFORE completing the 2 years, you will loose the points for the 2nd year of work experience (and possibly loose your eligibility, depending on whether your new score is above the threshold for the draw).
