can refusal affect in applying to another country?

After canada refusal, you can apply to any country. You only need to make sure that if asked on any of their forms if you were ever rejected - just be honest. They already have all your info and your visa rejection info. There is no point hiding this info.
but what if you get the canadian visa late and you decide not to go...in that case what should one mention when filling the visa application of another country?
