Can I work while waiting for PGWP under an implied status?

Hello! I plan to submit my PGWP on Jan. 2021 when I get the letter confirming my program completion. I am currently a PhD student and my study permit is going to expired on Dec. 31, 2020 as this is my last semester. I have applied to renew my Study Permit but it's unlikely that I will receive my new Study Permit on Jan. 2021. Recently I got a full-time job offer starting at Jan. 2021. Will I be allowed to work after I submit my PGWP application under the implied status (due to expired Study Permit)?
