Yes, you can. But you need to follow the same procedures like any other economic immigrant.
For experience doucments, you need to show reference letters, offer letter, salary slips.

Remember re. the security check. The Indian army has a close relationship with Russian equipment, training and advisors. This will be looked at VERY carefully.
It will really depend on their role in the army. Yes there will be an increased security screening but the screenings will change dramatically if the person is a high level security position versus lower ranking soldier.
