I think you should sand a case specific inquiry to Buffalo VO because its look like they are not interested in changing the E-CAS status.

You have some what similar time lines of mine. But I received my 2nd AOR on 15th April, you got in November???

Did they ask for more documents before sending the 2nd AOR?

Buffalo received my application on June 7. That is why I received my second AOR on November 04.

are you already in Process? Do you have any knowledge on my questions in my previous posting about transfer date?

How do you know that buffalo received you aplicaiton on June 7. Did they send email on June 7. Is that not 2nd AOR?.

My application is still in RBVO only, waiting for a change in application status to "IN PROCESS". I believe that they are processing based on transfer date.
 
Per FEDEX delivery confirmation/signed by front desk receptionist of Buffalo Visa Office, I know my application was received on June 7. Then I received aor email on November 4.

You have received it on 4 Nov , but what is the date of AOR?

I received the email Second AOR from BUFFALO on November 04.
Not sure what do you mean by the date of AOR: (can you explain)

This is what the ECAS showing:

We received your application for permanent residence on December 11, 2009. (TO CIO)
We reviewed your application and sent you a letter on February 16, 2010. (1st AOR) Please consider delays in mail delivery before contacting us.

My AOR have one stamp with date: 5 May 2010. I think that is the date of AOR, not the date when I received it.
 
I received by email, so it should not matter when it is issued or when I received it which is on Nov 4

I don't think there is a fixed pattern. Compare my timelines with a few others posted above. Every case is different, every visa office and visa officer is different. Their advertised processing timelines are from the date they receive complete application.
