It means your R10 completeness is not done yet. The VO is waiting for the result before finalizing your application

I don't know but it has been 4 months since I submit my application in PR, they ask me to pay RPRF a month ago, and R10 still not yet done ... :(

my PGWP is about to expire on 22 dec ,i am already in the pool with 476
I got a co-op work permit for 6 months ,am i eligible to apply for BOWP when i get the ITA ?

You should submit all the documents first to get the AOR. You need that for BOWP application.
 
I know that i need the AOR first but one of the requirement to apply for BOWP is to have valid work permit .
My PGWP will expire on Dec 22,and i got a co-op work permit valid till 06/2017,
so lets consider that i will receive an ITA in january or february ,can i still apply for BOWP with my co-op work permit?

I think it's a tricky question because Co-op work permit says "Authorized to undertake employment which forms integral part of studies as certified by the educational institution"

In my opinion it means that Co-op work permit is valid only if you are still a full-time student at the school you obtained it for. So I would say no, but let's wait for some seniors' opinion.

I got my ITA last month and submitted my documents on December 3, 2016. I received my AOR via email in the EE profile. How long do I wait before applying for BOWP? My work permit expires in February 2017. Also, is paper application recommended or online? Please advice.

I submitted an online application one month after AOR and got my BOWP approved in 26 days. It varies from case to case but the majority of the applicants get a reply within 30 days

You are good to go, but don't forget to attach your AOR and OINP nomination letter to your BOWP application

That's a good question. I found only one case here in the forum where someone had his BOWP approved and his PR rejected later in the year. But that was before EE, in 2013.
