That makes sense, I am applying for emergency travel passport because of not receiving the Citizenship certificate.
But you need other documents as well. See what needed for AB:

Yes, I am residing in Ontario and I contacted service Ontario and they told me exactly the same thing in the link. So I was wondering can I take a insurance in the mean time. Now a days the process is taking more than 9 months before it was 5 months. My wife has to return to work in April.
I thought for Alberta, there is no other documents needed. Please confirm.
We were out of country for a year and now returning back with baby soon. Parents health card, mortgage statement, child limited passport and discharge statement from india is sufficient for SIN and Health Card in AB
