Should be this: No one know for sure until they got tested. The number is given for those who think they have covid.

We are only talking about covid quarantine so yes I am right. If someone thinks they may have signs of covid they should call public health unless it is an emergency, usually respiratory distress, then they should call 911. Also right about not taking public transportation also.
