Correct. One can apply too federal only after receiving CSQ.

The question is if its okay to change employer on new NOC after receiving CSQ while PR application is in process
Yes, we can change employers after receiving CSQ. There are no conditions in CSQ once it is received and thats the end of story with it.

Also you can change employers after PR application is received and you get an AOR. You just have to call them and inform about the change and if any declaration needs to be made by paper/online they will advice you over phone.

I also read somewhere that as you wait for PR you can even work in other provinces/countries provided you update them with job contract being short term as proof.

If someone has any contradicting info please let us know.

yeah i know , but no one here reach 6 months working days yet , It is Kostas turn reached it this month
if you count them from mon project submission date then mine one is more than 6 and a half months working days. Anyways no one really knows how it works. We are almost approaching one year duration after arrima ITA.

As per below latest publication pdf published last week from MIFI , It is 6 months (working days) = 8.4 months from the day you pay fees (mon projet submission) excluding the time between Arrima ITA and time between Doc sent & Doc AOR

so you have still 7 months remaining is around 1 months and half after you receive Ack for updated document

2 months between submission and Doc request (from 2019-08-21 to 2019-10-08 )
5 months between Doc Ack and intent to reject (from 2019-11-15 to 2020-03-24 )

http://www.mifi.gouv.qc.ca/publications/fr/ministere/acces-information/18749.pdf

The average overall delay is 164 days, which is less than
ministry commitment. The treatment process has several
steps. In particular, the candidate has a maximum period of 60 days
to apply following the invitation. The candidate has
also an additional 30 days to pay his request. To these
periods, there are other delays attributable to the candidates. Remember
that the Department undertake to render a decision on the requests for
selection presented following an invitation within 6 months
(accumulated working days) from the date of payment of fees
or registration of the request when these are exempt
fees, but excluding delays attributable to customers (waiting for
information or documents to be received from customers)

So this means i have to wait until July if I’m lucky enough to receive the AOR for the updated docs that are delivered more than a month before.

MIFI has made a slight change on the invitation page, now they talk about an average period of 6 months  :

These invitations allow persons invited to submit an application for permanent selection in order to obtain a Certificat de sélection du Québec (CSQ - Québec Selection Certificate) within an average period of 6 months. The 6-month period begins on the date when all the information required to process your application (forms and documents) has been received and added to your file. These persons can then submit an application for permanent residence to the Government of Canada.

Then now we can't calculate based on average not maximum (6 months) , if you passed 6 months they will tell you it is an average you can reach 8 or 9 months but the average is 6 months

No hope on this government :-( They insist on other programs PEQ which is not suitable for market needs ,

The MIFI is a joke or what? The message is "apply through PEQ because we want you speaking french, it doesn't matter if the market doesn't need you right now, your french is more important than your workforce to make this f... province better". lol

Guys if they issue only few hundreds CSQ this year, is it gonna reduce the process time at the federal stage? Since this whole process is a suspense story and after CSQ there is 24 months of thriller journey waiting ahead for us where anything can happen. Most probably for many of us this whole process of Quebec immigration is gonna take in the range of 3 to 5 years or more for some of the bill 9 candidates if we survive
