I think it would be a bit much to assume that CIO is completing the entire eligibility stage at this moment. What I think is happening is that CIO is doing a preliminary checks, meaning very basic info included on your app - so, whether your declared NOC is 0,A or B, whether your english test results are in line with NOC, document completeness (supporting docs, signatures) and administrative processing, such as date stamping, file creation and gcms entry. After their initial review, the file is sent off to CPP-O for further processing, since they have the final say. CIO will basically weed out those apps that are incomplete or ineligible, and simply identifiable. Detailed reviews are completed out of CPP-O. So it seems to me...

They are actually doing more - as we have seen through other users GCMS notes. They are doing the completeness check and entering it into GCMS as per OP25A, but from the GCMS notes we have seen for 2013 apps they are also assessing the eligibility (for some applicants at least), that is why some applications are being processed faster and it's definitely the reason why people are receiving refusals so quickly.

Agreed! They are definitely doing more than before, but again, I feel that this is a pilot run and only certain cases were selected. But, I'm keeping an open mind and hoping you are right. Also, I ordered GCMS notes, so I'll let you guys know soon whats on a file for one thats not "in-process".

That's awesome, congrats! Could you share some more info on your case? NOC etc?
My NOC is 2174 (like many others').
I don't know anything about their process. I was very surprised myself. I think the following factors could have led to a quick processing: no police check required, no travels, never married, no children, somewhat rare last name and many years in Canada.

Just got my AOR!

Filed: April 26
Received: April 30
AOR: June 13 at 5.50pm PST

For reference:
My application did not include police checks or 2012 NOA. Will now forward these to visa office.

Same here......
I also just got my AOR .....

App received date at CIO - 30 April 2013.

PCC is still pending , Will Apply for this now and will send to CPP-Ottwa.

Thanks

Can someone comment and clarify on this point please. If this is true then we need to send all the additional documents to be added to the file to Ottawa right ? But my aor email says any future communication shall be sent to the visa office as selected in the application. So I sent the T4 and NOA for the year 2012 to New Delhi VO (As VO is ND as per my application. I applied from India).

You can send an email to Ottawa and tell them that you want to update your file and want to confirm if you can send the documents via email or hard copy. If they have your file they will ask you to send the documents. If it is New Delhi - they may let you know as well. Make sure you write your file # in the email.
