No, one doesn't have to pay again if application was returned before receiving AOR.

However, if the processing has started than the fees needs to be paid again. Also, in this case CIC does not return the application package at all

Nope ...and worried coz credit card is still uncharged. My file reached on 12th April at Sydney.

My application arrived in Sydney on April 10th and I'm still waiting for AOR. Seems like a few of us are still waiting, so I wouldn't worry, I'm hoping to get it it very soon though!!

Do you have to pay again to re-apply if translation of a document is missing (national ID)?

National ID is not a major issue for the application. as you already have valid passport. I don't think that they will send the file back just for the national ID. but if you get back the file without AOR, I don't think you have to pay back. but if you get return the file back while it processing at CPP, you have to pay
