I’m currently studying at a college here with a study permit and I’ve been applying to universities to finish my bachelor’s. I’d probably be applying for the SP extension in June. I’m also going to apply for PR (H&C Pathway) once I finish my current studies which is in July. In my SP extension application, should I state my intent to apply for PR next month and clarify that I will return to my homeland if my legal status ends? Should I also do this in my PR application as well?
 
What is PR through H&C pathway, and why haven't you applied now? How are you eligible? H&C will take more than 10 years.

If changing DLI then you will be needing a new study permit with funds, justification and ties to return. Not sure how that works with H&C, and you cannot work.

According to IRCC, I’ll be applying for a student permit extension since I’m changing DLI at a post-secondary level. (Of course, I still need to get accepted by a university and the unis I applied to only release results in May to June.) The pathway I talked about is the PR pathway for Hong Kong residents, which is considered under H&C, and it requires me to finish my current studies so I won’t be applying until July. I didn’t mention the pathway in the post because most people won’t know about it if you are not from Hong Kong. My only question is whether I need to mention my intention to apply for PR in my study permit extension application and be clear about returning home if the PR application didn’t go through.

Given the extremely long processing times I would not be counting on getting PR through the HK program. I would be doing anything possible to qualify via other pathways. You should certainly still apply but would be learning French for example, working in a field in high demand in Canada, maxing out any other scores, etc.
