Apply for an open work permit under a public policy (PGWP extension)

Hey, is there someone not qualified with the rules, but still gets it?
I got my PGMG in 2019 and went back home, but I was restricted in my home country because of the COVID. I applied on July 26, and I am not qualified with the second rule that I need to be in Canada after Jan 2021, but I came to Canada at the end of May. I have written a letter of explanation.

Yeah it worries me now. They didn’t even respond to the webform. Calling IRCC is no help either, they keep playing the same message and the hang up. I don’t know what to do.
